About Us :
The Micro, Small and Medium Enterprises (MSME) sector has been recognised as engine of growth all over the world. Many countries of the world have established a SME Development Agency as the nodal agency to coordinate and oversee all Government interventions in respect of the development of this sector.

In the case of India, also Medium establishment has for the first time been defined in terms of separate Act, governing promotion and development of Micro, Small and Medium Enterprises (MSME)

i.e. Micro, Small and Medium Enterprises (MSME) development Act, 2006 (which has come into force from 02nd Oct, 2006) the Office of Development Commissioner (Micro, Small and Medium Enterprises) functions as the nodal Developmet Agency under the Ministry of Micro, Small and Medium Enterprises(MSME).

Office of Development Commissioner (SSI) was established in 1954 on the basis of the recommendations of the Ford Foundation.

Over the years, it has seen its role evolve into an agency for advocacy, hand holding and facilitation for the small industries sector. It has 72 offices and 18 autonomous bodies under its management.

1. What is appointed day?
Appointed day is the day after the expiry of the period of fifteen days from the day of acceptance or the day of deemed acceptance of any goods or any services, by a buyer, from a supplier.

2. Date from which interest on delayed payment is payable?
(i) Where there is no agreement – from the appointed day;
(ii) Where the date agreed upon is 45 days or less than 45 days – from the date as agreed upon in writing;

(iii) Where the date agreed upon is more than 45 days – 45 days from the date of acceptance;

3. Date from which interest on delayed payment is payable?
The buyer is liable to pay interest on delayed Payment (Principal amount) at a rate three times of the bank rate notified by RBI, compounded with monthly rest. MSEFC should not award any interest rate other than this.

4. What is the time limit for the MSEFC to decide the case?
90 days from the date of making such reference to MSEFC.

5. Is credit rating mandatory for the MSE borrowers?
Credit rating is not mandatory but it is in the interest of the MSE borrowers to get their credit rating done as it would help in credit pricing that is cost of funds (interest and other charges etc.) of the loans taken by them from banks.
