RMSA :

The scheme was launched in the State of Jammu & Kashmir in 2009 with the objective to enhance access to secondary education and to improve its quality. The scheme is implemented through Noor Society in the State.

It is envisaged to achieve enrolment at secondary stage within 5 years of implementation of the scheme by providing a secondary school within a reasonable distance of any habitation.

The other objectives include improving quality of education imparted at secondary level through making all secondary schools conform to prescribed norms, removing gender, socio-economic and disability barriers, providing universal access to secondary level education by 2017, i.e., by the end of 12th Five Year Plan and achieving universal retention by 2020.

Objectives :
The vision of RMSA is to make good quality education available, accessible and affordable to all young persons in the age group of 14-18 years.

To provide secondary school within a reasonable distance of any habitation, which should be 5 kms. for secondary schools and 7-10 kms. for higher secondary schools and to remove gender, socio-economic and disability barriers and ensure universal access of secondary education by 2017 (GER of 100%) and Universal retention by 2020

Interventions under RMSA :
** Upgradation of Middle Schools to High Schools.
** Strengthening of existing High / Higher Secondary Schools.
** Annual School Grants.
** Minor Repair Grants.

** Quality improvements at Secondary Level.
** Inclusive Education for Disabled Students at Secondary Stage (IEDSS).
** Incentive for SC/ST Girls and KGBV pass-outs.
** Model Schools.

** Girls Hostel.
** Information and Communication Technology (ICT).
** Vocational Education.
** National Merit cum Means scholarship.

Quality Components :
** In-service Teacher Training.
** Management Training of Heads of the Institutions (High / Higher Secondary Schools.
** Induction Training of Teachers / Masters.

** Training of School Management & Development Committees (SMDCs).
** Excursion Trip of students (inter-district).
** Student Study Tour (outside State).
** Exposure visit of Teachers (outside State).

** Funds for Sports Equipments to nominated schools in rural areas.
** Special Training to bottom 20% weak students.
** Book Fair at district level.
** Science Exhibition at district level.

** Art Mela at district level.
** Enrollment Drive in Border districts.
** Awareness camps in SC/ST dominated areas.

Model School :
The Scheme was launched in 2009-10 in J&K State. The scheme aims to provide quality education to talented rural children through setting up of Model Schools as benchmark of excellence at block level at the rate of one school per block.

The scheme has the following objectives :
** To have at least one good quality senior secondary school in every block
** To have a pace setting role.
** To try out innovative curriculum and pedagogy.
** To be a model in infrastructure, curriculum, evaluation and school governance

Incentive to Girls for Secondary Education :
To promote enrolment of girl child in the age group of 14-18 at secondary stage, especially those who passed Class VIII and to encourage the secondary education of such girls, the Centrally Sponsored Scheme. National Scheme of Incentives to Girls for Secondary Education was launched in May,2008.

The Scheme covers :
** All SC/ST girls who pass class VIII and

** Girls, who pass class VIII examination from Kastrurba Gandhi Balika Vidyalayas (irrespective of whether they belong to Scheduled Castes or Tribes) and enroll for class IX in State/UT Government, Government-aided or local body schools in the academic year 2008-09 onwards.

** Girls should be below 16 years of age ( as on 31st March) on joining class IX.
** Married girls, girls studying in private un-aided schools and enrolled in schools run by Central Government are excluded.

** A sum of Rs.3,000/- is deposited in the name of eligible girls as fixed deposit. The girls are entitled to withdraw the sum along with interest thereon on reaching 18 years of age and on passing 10th class examination.
