MSME NEEDS Scheme

In order to assist educated youth to become first generation entrepreneurs, a new scheme under the name “New Entrepreneur –cum- Enterprise Development Scheme (NEEDS)” was introduced based on the guidance of Hon’ble Chief Minister from the year 2012-13 onwards.

Under this scheme, educated youth will be given entrepreneur training, assisted to prepare their business plans and helped to tie up with financial institutions to set up new business ventures.

NEEDS Eligibility

** The prime eligibility criterion to avail assistance under New Entrepreneur cum Enterprise Development Scheme is that you must be a first generation entrepreneur and that your proposal must be of your first and new project in Manufacturing or Service sector.

** Business enterprises are ineligible under this scheme.

Educational Qualification :
** Degree / Diploma / ITI/ Vocational Training from a recognized institution

Age Limit :
** For General Category, from 21 to 35 years maximum For Special Category viz…Women, Transgender, BC, MBC, SC/ST, Minority, Ex-servicemen and Physically Challenged, the maximum cap is enhanced to 45 years

Family Annual Income : No family income ceiling
Residence : The applicant should be a resident of Tamilnadu State for not less than 3 years.

Project cost :
** For Manufacturing and Service sector enterprises, the project cost should be between Rs.5 lakhs to Rs.1 crore.

** If the project cost exceeds Rs.1 crore, the same will be restricted at Rs.1 crore for the purpose of computing eligible subsidy.

NEEDS Features

** Educated youth with any Degree, Diploma, ITI/Vocational Training from recognised institutions, aspiring to become entrepreneurs would be eligible.

** The applicant should be a resident of Tamil Nadu for not less than 3 years.
** 50% of allocation would be earmarked for Women.

** Capital subsidy at 25% of the project cost not exceeding Rs.25 lakhs.
** Soft loans with 3% interest subvention.

Procedure For Online Filling :

New Application

Applicant willing to avail loan under NEEDS scheme should fill up the online application available in the following link https://msmeonline.tn.gov.in/needs/

Step 1 :
In the home page, select, “Apply online” tab. In the new window that open, in Applying for the first time tab, select the organization type, Proprietory / Partnership.

A pop up window will ask to confirm organization type. On clicking OK, Application window will open.

Step 2 : Filling up of the fields marked with * is mandatory. Under the details of the entrepreneur 16 fields have to be filled up as below
1. Enter your Name of the Applicant [M.Arun]
2. Select Your Sex [Male]
3. Choose any of the Community SC/ST/BC/MBC/General [MBC]
4. Choose the Religion [Christian]
5. Choose Martial Status [Married]
6. Enter your Date of birth [mm-dd-yyyy]
7. Enter your Father’s name [Raj Kumar ]
8. Enter Your Name of wife/ husband [Sushmitha]
9. Upload your Passport Size Photo

If the applicant resides continuously for the last three years in the address mentioned in column 8, select option “YES” from the drop down menu. Otherwise select “NO”. Enter Remaining details to fill the application form.

Documents To Be Uploaded For Personal By Mr/Mrs.Arun M :

Then Proceed tab is to be pressed. Then a pop up window will say “ Proceed to enter unit details” Another pop up window will give you a reference number. ON proceeding, a new window will open for furnishing unit details.

The hard copy is to be taken and should be submitted to the concerned RJD, Chennai/ GM, DIC along with the following documents:
1. Proof of Age-Copy of birth certificate or Transfer Certificate from School/ College.

2. Proof of Residence i.e., Copy of Ration Card or Residence Certificate obtained from Tahsildar.

3. Copy of Degree/Diploma/Certificate Course Completion Certificate
4. Community Certificate

5. Certificate in proof Ex-servicemen, Differently-abled, Transgender, where ever applicable.
6. Project Report.

7. Copy of land document if included in the Project cost
8. Estimate of Building obtained from Chartered Civil Engineer

9. Quotations for machinery or equipments .
10. Sworn affidavit obtained from Notary Public in Rs. 20/- Stamp Paper
