About Us :
The office of Development Commissioner (Handicrafts) is the nodal agency in the Government of India for craft and artisan-based activities. It assists in the development, marketing and export of handicrafts, and the promotion of craft forms and skills.

The assistance is in the form of technical and financial support, including in the form of schematic interventions implemented through its field offices. As the nodal agency, the Development Commissioner spearheads the country’s efforts to promote the handicrafts sector.

The office supports the artisans and the sector through different developmental schemes through its six regional offices at Mumbai, Kolkata, Lucknow, Chennai, Guwahati and New Delhi and its 62 field units.

FAQ On Ministry of Textiles

1. Are the schemes of Office of the Development Commissioner (Handicrafts) are implemented on the basis of State-wise quota.
No. the schemes implemented for development of handicrafts sector are not state, specific but need based irrespective of any state quota

2. The number of crafts person who received pension during the year 2015-16 and the number of new additions to the list in 2015-16;
Total 254 Artisans have received pension during the year 2015-16. 24 new master crafts persons were selected for the financial assistance during 2015-16.

3. Whether the Government is contemplating to raise the pension for the crafts person.
The Financial Assistance provided during the year 2015-16 was Rs. 3,000/- per month which has been raised to Rs. 3,500/- during the year 2016-17.

4. Whether the Ministry has taken any nationwide initiative to register handicrafts artisans in the country.
HMOT has launched Nation–wide Artisans I-Card campaign named ‘Pehchan’ from Sant Kabir Nagar on 7th October, 2016 to provide identity cards to handicrafts artisans from all over the country.

These I/Cards will be Aadhar linked to avoid duplication of benefits. Total ID cards forms collected as on 31st March 2017 are 14,08,543

5. What are the different schemes for promotion and welfare of Handicraft artisans ?
The Ministry implements 8 schemes for promotion of handicrafts.
1. Dastkaar Shashktikaran Yojana (AHVY) -For development of clusters.
2. Design and Technology Upgradation Scheme- For design and tools.

3. Human Resource Development Scheme- for skill upgradation.
4. Direct Benefit to Artisans Scheme- for providing health and life insurance and credit facilities.

5. Infrastructure & Technology Development- for financial assistance to infrastructure projects such as Urban Haat etc.
6. MegaCluster- The programme supports the Upgradation of infrastructural facilities coupled with market linkages and product diversification.

7. Marketing Support & Services Scheme- for providing financial assistance for domestic and international marketing.
8. Research & Development Scheme- for undertaking research studies.

9. In addition of above schemes, Carpet Training Scheme and Special project for Other Crafts in J&K and Hastkala Academy.
