e-Submission of Form 16

** Login using Userid and Password as used during any e-service login such as e-filing of VAT return.

** Fill up the Online Form 16.
i. Select period from and To period will be automatically populated
ii. Select Section

** If you are a registered dealer, registered before 1st April ,2013, fill up B portion of the form as available to you for Financial Year 2013-14.
** If you are a registered dealer, registered after 1st April ,2013, fill up the A portion related to NR dealers for Financial Year 2013-14.

** Enter Turnover value and CTP value as applicable.
** Click ‘Submit’ button to submit the data entered.
** Click ‘Cancel’ to exit.

** Acknowledgment giving Form 16 with entered value will be displayed for taking print.
** Signed copy of the Acknowledgment to be submitted at Charge office.

Guidelines for filing e-Return and generation of dematerialised CST Forms :
1) VAT Return to be submitted before CST Return.
2) VAT Return form in JAR file :
a. Data can be saved partially in one xml file in VAT.

b. Navigate using TAB or ENTER. Screen will not automatically scroll down. Use Scroll tab to move down.
c. If final data entered then check ‘I Declare…’ and save the xml file and upload the xml file.
d. Print to be save in file (HTML).

i) If popup blocker is enabled then right click on the popup blocker bar and select “Allow blocked content”.
ii) Make Page setup as A4, Portrait, Margin (left, right, top and bottom) as 0.25. Make Header and Footer blank.
e. One xml file will be created for VAT Return.

3) CST Return form in JAR file :
a. Data can be saved partially in one xml file in CST.
b. Navigate using TAB or ENTER. Screen will not automatically scroll down. Use Scroll tab to move down.

c. If final data entered then check ‘I Declare…’ and save the xml file and upload the xml file.
d. Print to be save in file (HTML).
i) If popup blocker is enabled then right click on the popup blocker bar and select “Allow blocked content”.

ii) Make Page setup as A4, Portrait, Margin (left, right, top and bottom) as 0.25. Make Header and Footer blank.

e. One xml file for FORM1 and 8 xml files for Annexures (9 in all) to be created for CST Return.
4) General Instruction for dealers uploading data in Annexure E & Annexure F from Excel file.

The Directorate of Commercial Taxes, West Bengal is headed by the Commissioner of Commercial Taxes. Below the Commissioner, there are two Special Commissioners.

There are Additional Commissioners, Sr. Joint Commissioners, Joint Commissioners, Deputy Commissioners, Commercial Tax Officers and Assistant Commercial Tax Officers to assist the Commissioner.

Circles – State of West Bengal is divided into 16 Circles. A Circle is headed a Sr. Joint Commissioner of Commercial Taxes. He is supported by other Sr. Joint Commissioners and Joint Commissioners. They exercise administrative, appellate and revisional jurisdiction over the Charges under the Circles.
