NIEPID National Award For The Welfare Of PWD Scheme

In 1969, the Government of India approved a Scheme for giving National awards to the outstanding employers of persons with disabilities as well as the most outstanding employees.

The scheme has been subsequently amended to include awards to placement officers, eminent individuals, outstanding institutions and for outstanding inventions by technologists

Introduction

1. The most positive outcome of the United Nations Decade of Disabled Persons was the emergence of a global movement which recognises the importance of the integration of people with disabilities into society as a means of building “Societies for All”.

The Economic and Social Commission for Asia and the Pacific at its 48th session, held at Beijing in 1992, adopted its Resolution No.48/3 which proclaimed the period 1993-2002 as the Asian and the Pacific Decade of Disabled Persons, with a view to give fresh impetus to the implementation of World Programme of Action concerning disabled persons in the ESCAP Region beyond 1992.

The objective of the World Programme of Action is to promote equalisation of opportunities for persons with disabilities and their full participation in social and national life. India is a signatory to the ESCAP Resolution.

It was, therefore, felt that the time had come for a thorough review of the Scheme of National Awards so that it could become an instrument for promoting equalisation of opportunities and full participation – “Societies for All”.

2. Accordingly, in consultation with eminent experts, the Ministry of Social Justice & Empowerment has reviewed the Scheme of National Awards for Welfare of the People with Disabilities keeping in view the global thinking on the rehabilitation of persons with disabilities.

Scope

The process of rehabilitation is an inter-disciplinary process covering various aspects namely, prevention, early detection, intervention, education, vocational training rehabilitation and social integration etc. Apart from resources, it requires dedicated efforts of humans involved in the process of development.

In order to recognise their efforts and encourage them to achieve excellence in the field of rehabilitation, separate awards will be presented to the most efficient/outstanding employees with disabilities, outstanding individuals, outstanding institutions, adaptability of innovation to provide cost effective technology and outstanding creative disabled individual.

Awards will also be given to Government Sector including Municipalities, Panchayats and other local bodies, Public Sector Undertakings and private enterprises providing special access to people with disabilities on roads or in the built environment for creating barrier free environment for the disabled persons.

Awards will also be given to Best State Channelising Agency (SCA) of the National Handicapped Finance and Development Corporation (NHFDC).

Categories

The National Awards will be presented in the following categories
I. Best Employees (Including Self-Employed) with Disabilities
II. Best Employers and Placement Officer/Agency for placement of Persons with Disabilities (Govt. Sector, PSU and Private Sector)

III. Best Individual and Institution for the cause of Persons with Disabilities
IV. Best Technological Innovation for the cause of Disabled and adaptability of Innovation to provide cost effective Technology

V. Outstanding creative Individual with Disabilities
VI. Outstanding work in the creation of Barrier-free Environment for the people with Disabilities

VII. Role Model Awards
VIII. Best District in providing Rehabilitation Services
IX. Best Local Level Committee of National Trust

X. Best State Channelising Agency of National Handicapped Finance and Development Corporation
XI. Best Creative Child with Disabilities

Procedure For Selection

Initially, selection will be made by a committee appointed by each State/Union Territory. The composition of the committees will be left to the State Governments/ Union Territory Administration.

They may take into consideration the pattern of composition of the national selection committee and screening committees.

In addition to this, applications can also be received directly and credibility of applicants will be verified through State Government/National Institutes and or District Disability Rehabilitation Centres working under this Ministry.

There shall be screening committees for short listing of awardees in different categories of national awards to ensure objective selection of the awardees in the context of nature of the award and relative merit.

For better appreciation and evaluation by the National Selection Committee it would be advisable to provide at least 20% more names of applicants than the actual number of awards available while short-listing.

The desired attributes for each category of the award may be listed and the panel of awardees may be determined/short-listed in the order.
