What is MOFPI Pradhan Mantri Kisan Sampada Yojana?

Government of India, MOFPI had approved the umbrella Central sector scheme, SAMPADA- Scheme for Agro-marine processing and Development of Agro-processing Clusters with a total allocation of Rs.6000 crore on 03.05.2017 for implementation period 2016-2020 coterminous with the 14th Finance Commission cycle.

The scheme has been subsequently renamed as ‘Pradhan Mantri Kisan SAMPADA Yojana (PMKSY)’. PM Kisan SAMPADA Yojana was envisaged as a comprehensive package which will result in creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet.

It will not only provide a big boost to the growth of food processing sector in the country but also help in providing better returns to farmers and is a big step towards doubling of farmers income, creating huge employment opportunities especially in the rural areas, reducing wastage of agricultural produce, increasing the processing level and enhancing the export of the processed foods

Ministry has issued Guidelines for the following sub-schemes of “Pradhan Mantri Kisan Sampada Yojana” (PMKSY):
i. Creation of Infrastructure for Agro Processing Clusters (APC Scheme)
ii. Creation/Expansion of Food Processing & Preservation Capacities (CEFPPC/Unit Scheme)
iii. Integrated Cold Chain and Value Addition Infrastructure
iv. Operation Greens-Long Term Interventions
v. Setting-up/ Up-gradation of Food Testing Laboratories

Components of PMKSY

The PMKSY had seven component schemes viz; (i) Mega Food Parks, (ii) Integrated Cold Chain and Value Addition Infrastructure, (iii) Infrastructure for Agro-Processing Clusters, (iv) Creation of Backward and Forward Linkages, (v) Creation/Expansion of Food Processing & Preservation Capacities, (vi) Food Safety and Quality Assurance Infrastructure and (vii) Human Resources and Institutions.

Expression of Interest

Expression of Interest (EOI) will be floated inviting proposals for setting up of infrastructure projects under above sub-schemes. After issuance of EOI under the respective sub-scheme, eligible entity/applicant can submit project proposals for seeking financial assistance from the Ministry as per scheme guidelines.

Before submission of project proposal, the applicant is required to register under EOI registration in respective scheme on the Sampada Portal of the Ministry. The applicants already registered are also required to re-register themselves on the Sampada Portal. Submission of application by physical mode will not be accepted.

Operation Greens Short Term Interventions

Ministry has issued Operational Guidelines for the Scheme “Operation Greens – Short-Term Intervention” on 25.05.2022. Under the Scheme, eligible entity can claim subsidy for transportation/ storage of eligible crops. The eligible entity is required to register themselves to get User ID & password before uploading the online claims.

The eligible entity already registered, are not required to register again. Submission of claims by physical mode will not be accepted. Transportation/ storage subsidy claims pertaining to the period 01.10.2021 to 24.05.2022 shall be submitted online by 24.07.2022. Further, no application for claiming subsidy for the period 01.10.2021 to 24.05.2022 will be entertained after 24.07.2022.
