What is PM E-DRIVE Scheme?
The Ministry of Heavy Industry, Govt. of India, with the approval of Union Cabinet has launched scheme titled ‘ PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme. The scheme will be implemented from 1st October, 2024 till 31st March, 2026. Further, EMPS-2024, the number of vehicles and the expenditure under EMPS-2024 for e-2w and e-3w being implemented for the period from 1st April 2024 to 30th September 2024 is being subsumed under PM E-DRIVE Scheme, therefore, effective period for the scheme will be two years.

With greater emphasis on providing affordable and environment friendly public transportation options for the masses, scheme will be applicable mainly to those e-2Ws and e-3Ws registered for commercial purposes. Further, in addition to commercial use, privately or corporate owned registered e-2Ws will also be eligible under the scheme. To encourage advance technologies, the benefits of incentives, will be extended to only those EVs which are fitted with advanced battery.
PM E-DRIVE e-Voucher
The Ministry of Heavy Industry (MHI) is introducing e-Vouchers for EV customers to avail the demand incentive under the scheme. The scheme portal will generate an e-KYC Aadhaar FACE authenticated e-Voucher for the customer at the time of purchase. A link to download the e-Voucher shall be sent on the registered mobile number of the customer.

Applicability of the Scheme
** Electric Two-Wheelers (e-2w): In addition to commercial use, privately or corporate-owned registered e-2ws are also eligible.
** Electric Three -Wheelers (e-3w): Only eligible for commercial use.
Manufacturing and Registration Period
** All EVs must be manufactured and registered within the validity period of the PM E-DRIVE-2024 certificate.
** EVs registered after the scheme’s terminal date (currently 31st September 2024) are not eligible for incentives.
Beneficiaries of the Scheme
** Individual Beneficiaries: Only one electric vehicle (EV) of a specific category per individual will qualify for incentives.
** Individuals must validate Aadhar authentication linked to their mobile number to be eligible for incentives.
** Each mobile number can only be used once for incentive purposes, preventing multiple claims by the same individual.
** Government Departments/Agencies: EVs purchased by any Central/State Government department or government agency are not eligible for demand incentives.
Eligibility of EVs Manufactured under FAME-3.0
EVs manufactured under the FAME-II Scheme are not eligible for incentives under the PM E-DRIVE-2024 scheme.
Claim Submission Frequency for OEMs
OEMs can upload claims to the PM E-DRIVE-2024 portal once a month.
Claim Submission Deadline for OEMs
** OEMs must submit claims within 120 days of the sale of the EV.
** Claims submitted after 120 days will not be accepted on the portal.
Incentives for Resold EVs
Resold EVs are not eligible for incentives. Only the original purchase qualifies for incentives.
