What is Kalaignar Kaivinai Thittam (KKT)?

Kalaignar Kaivinai Thittam (KKT) is an artisan development scheme launched by the Tamil Nadu government to provide financial and skill-based support to artisans and craftspeople. It offers loans ranging from ₹50,000 to ₹3 lakh with subsidies, covers 25 trades, and is open to anyone over 35 years old, regardless of whether their trade is traditional or family-based.

Eligibility of Kalaignar Kaivinai Thittam (KKT)

** Age above 35 years is eligible
** Minimum 5 years of experience in one of the 25 listed trades
** If you received any subsidy benefit greater than Rs. 1.5 lakhs under GoTN schemes for self employment or business expansion in the last 5 years should be repaid.
** Maximum Eligible Subsidy is Rs. 50000 (25%) from the loan amount

Financial Implications:
a) It is projected that Kalaignar Kaivinai Thittam will benefit 10,000 beneficiaries annually, with approximately 3,000 beneficiaries expected to benefit in its inaugural financial year. The scheme proposes to offer a credit linked subsidy of up to Rs. 50,000/- and an interest subvention of 2% for loans availed from TAICO Bank and 5% for loans availed through other banks.

b)To cover the subsidy and interest subvention costs for approximately 3000 beneficiaries and costs like scheme promotion and IT development, a budget of Rs. 20.00 crore is requested.

c) In the 2024-25 Budget estimates, an allocation of Rs.20.00 crore has been earmarked for the implementation of the scheme starting this year. In this context, the Commissionerate of Industries and Commerce requests the appropriation of these funds for operationalising the scheme.

d) TAICO bank will earmark a sum of Rs.75.00 crore from ‘Kalaignar Credit Assistance Scheme” for providing loan at the rate of 7% interest to the beneficiaries of Kalaignar Kaivinai Thittam.
