What is Compassionate Grounds Appointment?
The Compassionate Grounds Appointment is a welfare scheme introduced by the TamilNadu Government in 1972 to provide employment to the legal heirs of government servants who died in harness, leaving the family in indigent circumstances, by relaxing the rules from the existing procedure recruitment . This scheme is being implemented in recognition of the services rendered by government servants who died in service. The Compassionate Grounds Appointment cannot be claimed as a right.
Who Can Apply For Compassionate Grounds Appointment?
In order to apply for compassionate grounds appointment,
** The applicant must be a legal heir of the Ex-Employee.
** Spouse / parent of the Ex-Employee must not have completed fifty years of age.
** Son, daughter, brother or sister of the Ex-Employee must not have completed forty years of age.
** Only one member from the family is eligible to apply.
** There shall be no minimum age limit for the applicant on the date of application for appointment. However, the appointment shall not be provided unless the applicant completes eighteen years of age.
How To Apply For Compassionate Grounds Appointment?
** The applicant should furnish the IFHRMS or GPF / CPS number of the Ex-Employee to gain access to the common portal.
** The application for appointment shall be made within a period of Three years from the date of death of the Government servant or from the date of retirement on medical invalidation or from the date of receipt of court order declaring the missing Government servant as dead as prescribed in the said rules.
** This portal is meant for the Legal heirs of the deceased / medically invalidated / missing Government servants (who are declared to be dead with effect from a date anterior to the date of their superannuation by a competent Court), to enable them to apply for employment in Government service on compassionate grounds.
** Portal is created based on the TamilNadu Civil Services (Appointment on Compassionate Grounds) Rules, 2023 and amendments issued vide G.O.Ms.No.41, Human Resources Management (G) Department, dated 04.08.2024 to the said rules.
** (To avoid redundant repetition, \”Ex-Employee\” shall hereinafter refer to deceased, medically invalidated, and missing government servants, as provided in the said rules, wherever applicable)
Required Documents For Compassionate Grounds Appointment
The following documents / certificates may be scanned and kept ready by the applicant to upload in the common web portal. The preferred format of the document should be in PDF for scanned certificates. Max. Size is 2 MB – 5 MB each.
1) Death Certificate of Ex- Employee of deceased government employee or Retirement order of Medically invalidated government employee or Court order declaring missing Government Servant as dead
2) Birth certificate of applicant
3) Legal heir certificate
4) No Objection Certificates from other legal heirs
5) Adoption Deed (if the applicant is adopted)
6) Community Certificates
7) Integrated Certificate issued by the Tahsildar
8) Passport size photograph (Jpeg or PNG format – Dimension – 300 X 300 px minimum square preferred – Max Size – 200 KB – 500 KB)
Educational and Technical Qualifications of the applicant:
** 8th Transfer Certificate (As per requirement)
** 10th Mark sheet
** 12th Mark sheet
** ITI Course Completion certificate in case of Technical post
** Diploma – From Polytechnic (in case of Technical post)
** Under Graduate – Provisional or Degree Certificate
** Post Graduate – Provisional or Degree Certificate
** Typewriting – Certificate of Directorate of Technical Examinations (for the post of Typist)
** Certificate of Computer on Office Automation issued by the Directorate of Technical Examinations (for the post of Typist)
** Shorthand – Certificate of Directorate of Technical Examinations (for the post of Steno typist)
** Driving License – (For the post of Driver – LMV/HMV)
