The departments, a planning, monitoring and administrative apex level body, are situated in the state capital of Bihar. Directorate of land records and surveys, a major directorate under the department maintains, develop land records for the entire state. Through a very well knit state- wide organisational structure. comprising 38 district and sub district offices 534 block level land reforms offices it reach out to deliver service to the citizen.

The function of this department includes :
1. Collection of land revenue along with, Road cess, Education cess, Health cess etc.
2. Maintenance and updating of land record.
3. Acquisition of land for public purpose.
4. Conservation of government lands.
5. Lease of governments lands.
6. Transfer of governments lands to various departments of state Govt and also institutions.
7. Survey and demarcation of land
8. Management and control of natural resources.

NLRMP :
The main objective of the NLRMP is to develop a modern, comprehensive and transparent land records management system in the country with the aim to implement the conclusive land-titling system with title guarantee, which will be based on four basic principles, i.e.,

(i) a single window to handle land records (including the maintenance and updating of textual records, maps, survey and settlement operations and registration of immovable property),

(ii) the ―mirror‖ principle, which refers to the fact that cadastral records mirror the ground reality,

(iii) the ―curtain‖ principle which indicates that the record of title is a true depiction of the ownership status, mutation is automated and automatic following registration and the reference to past records is not necessary, and

(iv) title insurance, which guarantees the title for its correctness and indemnifies the title holder against loss arising on account of any defect therein.

Scope Of The Programme :
The following is an outline of the components and activities to be taken up under the NLRMP

I.Computerization of land records :
a) Data entry/re-entry/data conversion of all textual records including mutation records and other land attributes data
b) Digitization of cadastral maps

c) Integration of textual and spatial data
d) Tehsil, sub-division/district Computer centers
e) State-level data centres
f) Inter-connectivity among revenue offices

II. Survey/resurvey and updating of the survey & settlement records : (including ground control network and ground truthing) using the following modern technology options
a) Pure ground method using total station (TS) and differential global positioning system (DGPS)

b) Hybrid methodology using aerial photography and ground truthing by TS and DGPS
c) High Resolution Satellite Imagery (HRSI) and ground truthing by TS and DGPS.

Process to view Online Jamabandi
1. Open http://land.bihar.gov.in/landbihar/Default.aspx
2. Click on “Online Jamabandi”
3. Click on your “District”.
4. Click on Your “Anchal”.
5. Now Select your “Halka”and “Mauja”.
6. Select any one option to filter the jamabandi like “Search by name”, “Search by Jmabandi no”etc. or just click on “समस्त पंजी-२ को नाम के अनुसार देखें”
7. Jamabandi of that mauja will be populated.
8. Now click on “देखे” in front of your kamabandi to view the Jamabandi panji.

  1. This is to seek an information regarding the rights given to my father, who is an ex-Airforce personnel and was allotted a plot in 1966, by Bihar government.
    Whether he can transfer this land?
