Q: What is Building Permission?
A: Every person who intends to erect or re-erect a building or make material alterations or cause the same to be done, is required to obtain a license from the authority which is called the Building Permission

Q: Why Building permission is required?
A: In order to promote public health, safety and general social welfare of the community it is necessary to apply reasonable on the use of land and buildings by reducing the potential hazards of unsafe construction.

Q: Who is responsible for obtaining Building Permission?
A: Every person who intends to erect or re-erect a building or make material alterations Or cause the same to be done, is required to obtain a license from the Authority.

Q: What construction projects need Building Permission ?
A: All types of buildings such as Residential, Commercial, Industrial, Public and Semipublic buildings etc require Building Permission.

Q:How do I obtain a Building Permission ?
A:Every person who intends to erect or re-erect or alter a building, including temporary structures for the purpose of exhibitions, trade fair or circus or execute any of the works other than repairs, as specified in Sections 299, 304 or 312, of the Act shall give an application (Form 1) in writing to the Authority which is available for free download.

Q: Where do I get applications?
A:The applications are available at all 12 zonal offices, Banks and Head office, Building permission counter.

Q: What are the documents to be enclosed with Form -1?
** Title deed/possession certificate A copy of the title deed or possession certificate of the property, issued by a competent authority
** Property card and latest assessment book extract – A copy of the property card along with the sketch issued by the Department of Survey and Settlement and Land Records (City Survey) and latest assessment book extract issued by the Corporation indicating the measurements of the property
** Up to date tax paid receiptThe receipt for having paid up to date property tax to the Corporation shall be enclosed.
** Previously sanctioned plan Attested copy of the previously sanctioned plan if the application is for addition/alteration/modification to the existing building. If the applicant for any reason cannot produce the previously sanctioned plan of the existing building, then in such cases the plan of the existing building along with site plan, etc., will have to be submitted.
** Drawings The following drawings in ammonia prints. one drawing on tracing cloth / polyester tracing film shall be enclosed in addition to the ammonia prints.
** Key plan A key plan drawn, to a scale of not less than 1 in 10,000 showing the boundary locations of the site with respect to neighborhood landmarks.
** Site plan Site plan drawn to a scale of 1:500 for sites of area up to one hectare and 1: 1000 for sites of area more than one hectare.

The site plan shall indicate the following, namely:-
** title of drawing consisting of the property number of the site name of the block, street or road in which the site is situated, number of the site if situated in an approved layout, and reference number of such approval with the use of the building;
** the boundaries of the site and of any contiguous land belonging to the owner hereof;
** the north direction relative to the plan of the building;
** the name and description of the adjacent roads, street, or lanes, if any with the width there of;
** the position of the adjacent plots whether vacant or built up;
** the area to be occupied by the proposed building and the set backs proposed for proper air and ventilation.

Q: How to fill up the Form No. 1 ?
A:Write yours names in capital letters with initials if any.
** Write yours postal address clearly and also mention your contact phone number.
** Mention plot number & size of plot & other details as per sale deed/ title deed & use of the proposed building/ land.
** Enclose copy of sale deed/title deed or ROR.
** Enclose copy of up to date tax paid receipt.
** Enclose CTS map of yours plot/ site issued by ADLR, in original.
** Enclose copy of approved layout if your plot is in a approved layout
** Enclose No objection certificate from concerned common wall owner if you are going to construct a building with a common wall.
** Enclose stability certificate duly signed by registered consulting engineer.
** Enclose building plan & site plan(as described in the Bye ?laws) drawn to a scale showing existing surrounding details prepared by registered consulting engineer as per ZR, tracing paper & 6 prints duly signed by owner and engineer.
** Form no II will be filled with help of registered consulting engineer and enclosed.
** Affidavit (Form no III) on stamp paper of Rs. 20.00 to be filled by the applicant and signed & enclosed.

Q: How do I determine fees for a permit?
A: Fill out the Form No II to determine your permit fees. Form no II will be filled with help of registered consulting engineer and enclosed.

Q: How long will it take to get an approved permit?
A: Hubli-Dharwad Municipal Corporation has introduced new system for streamlining sanction of building plans. The permission will be sanctioned within 7 days from the date of submission of application, provided all the documents and drawings are found in correct order and submitted in the required format, duly signed by the concerned persons.

Q: When can I start work?
A: When an actual building permission is issued to you, work can begin. Initiating work prior to permit approval will result in an Enforcement action.

Q: Whether the land use maps are available with HDMC or not ?
A: Yes. One can visit DDTP office during office hours from 10:00AM – 5:30PM Monday-Saturday. Closed on major holidays.
