Swadhar Scheme For Women In Difficult Circumstances :

The Department of Women and Child Development, Government of India during the year 2001-2002 has introduced a scheme “Swadhar” to respond to the needs of women, especially for those in difficult circumstances like widows, destitute and deserted women, women ex-prisoner, victims of sexual abuse and crimes including those trafficked and rescued from brothels, migrant or refugee women rendered homeless due to natural calamities, women victims of terrorist violence and the like.

Further, the Department of Women and Child Development, have issued certain guidelines for processing the recommending the proposals by the States so as to ensure that the proposals fall within the schematic parameters of Swadhar Scheme. Among other things, the Government of India has suggested constitution of a “State empowered Committee” by which the proposal of the NGOs under the scheme should be routed through and a District Level Committee to monitor the Swadhar Centres at the District Level.

NGOs can apply for this scheme in the proforma prescribed by Government of India, in duplicate in the following address :
The Commissioner of Social Defence,
300, Purasaiwalkkam High Road,
Chennai.10

Note :
** The application should be routed through the State Government concerned or the Officer
authorized by the State Government concerned.
** Parts A & B should be completed by the applicant Organisation, Part C by the
Inspecting Officer and Part D by the State Government.

LIST OF DOCUMENTS TO BE ENCLOSED :
** Registration certificate.
** Constitution of the organisation/Bye-laws and Memorandum of Association.
** Constitution of the Board of Management with brief particulars of each member.
** Annual Report for the last 3 years.
** Audited accounts for the last 3 years.
** Details of women/girls proposed to be accommodated in the Shelter including their name
and address, age and case history in not less than one paragraph for each person.
** Ownership record of land
** Approved building plan and estimate of construction
** Rent deed for rented accommodation.
