Salary Bill :

** To be prepared on H.P.T.R. 2
** Schedules of all deduction/recoveries are to be attached.

** AG deduction in single schedule and Treasury deduction in duplicate may be attached with Receipt head of Account.
** GPF schedule should carry number in ascending order.
** In case of leave salary and Pay fixation, copy of original sanction order may be attached.
** Copy of LPC in case of transferred employee, where LPC has not been received , initial of pay scale up to 3 months may be paid.
** In the GIS Schedule Head of account, Bill number and name of establishment should be recorded
** In the MCA & HBA Loan Account No. should be given

eSalary :
The eSalary SW is used to process monthly salary of all employees of the HP Government (1.96 Lakh) in 51 IPAOs (selected treasuries) and disburse the salary directly through banks (ECS) into the accounts of individual employees. The employees can access their salary details online for information and income tax purposes. The 4450 plus DDOs have web-based access to the SW for making monthly changes into their employees’ salaries. All salary bill data is electronically ported into the HPOLTIS. Data is generated for the eNPS SW for transferring to NSDL. The AG Deductions part is made available to HP AG office in electronic format.

From Financial Year (2013-2014) eSalary of 49 IPAOs has been centralised covering 98 Treasuries/Sub treasuries except Kaza and Pangi. The DDOs having Internet Connectivity can access eSalary Application from their offices. All are requested to take login and password from their respective IPAOs.

Centralized System (Guidelines) :
** Switching over to Centralized system From April,2013.
** All IPAOS/DDOs are requested to Check the Data before verification of Bills.
** Salary heads to be checked.
** One user with one role (DDOs may get user from respective IPAOs).
** Scale should be mapped with employee as per designation.
** eSalary Code should be unique.
** Available Data of employees is based on salary processed in March,2013 by respective IPAOs.
** Prior to March,2013, the data will be available with respective IPAO.
** IPAOs should intimate in case employees are not available in the system.

About Us :
The Department of Treasuries Accounts and Lotteries is an integral part of the Finance Department. Principal Secretary (Finance) to the Government of Himachal Pradesh is its Administrative Secretary and Secretary (Finance) is its ex-officio Head of Department.

This department came into existence independently in 1971, prior to it, was part of Revenue department. Administrative control of all Treasuries and Sub Treasuries in the State rests with this Department.
