No Objection Certificate (NOC) From CGWA

Industrial/Infrastructural/Mining Projects which are either new or are under expansion and requiring to withdraw ground water have to obtain NOC from CGWA.

Central Ground Water Authority :
Central Ground Water Authority has been constituted under Section 3 (3) of the Environment (Protection) Act, 1986 to regulate and control development and management of ground water resources in the country.

Powers & Functions :
The Authority has been conferred with the following powers :
** Exercise of powers under section 5 of the Environment (Protection) Act, 1986 for issuing directions and taking such measures in respect of all the matters referred to in sub-section(2) of section 3 of the said Act.
** To resort to penal provisions contained in sections 15 to 21 of the said Act.
** To regulate and control, management and development of ground water in the country and to issue necessary regulatory directions for the purpose.
** Exercise of powers under section 4 of the Environment (Protection) Act, 1986 for the appointment of officers.

Steps For Filling Application

General Information for Filling of the Application :
** Read the Guidelines, Checklists and Documents required, before filling the application ( cgwa-noc.gov.in/LandingPage/index.html) for Industry, Infrastructure and Mining Purposes.
** Steps for Online filling of the Application for Industry, Infrastructure and

Mining Purposes
1. Applicant Registration
a. Select the link” Online Application for NOC”
b. Select “New User Registration” for registration.
c. Fill the “User Registration Form”.
d. Username and password will be sent through Email Alert / sms (One Time Password (OTP)) for verification. Keep it safely.

2. Applicant Login
a. Select link “Applicant Login”.
b. Enter Login and password.
c. “Forgot Password”.
3. Online Filling of Application
a. Select “Apply” and one of the New Application Industrial/ Infrastructure/

Mining application.
b. Fill all sections and select “Save as Draft” for each section of the form.
c. Select “Submit” for final Submission of Form. Note that till the application is
successfully submitted, the application will not be considered Final.
d. Application number will be generated after the successful submission of the

Application form.
e. Applicant can view the submitted Application Form.
f. Applicant can take printout of the submitted Application Form.
g. Application once submitted cannot be edited.
h. Submit hard copy of application along with “Application Number” to the concerned Regional Office of Central Ground Water Board immediately, but not later than 7 days. Submission of hard copy within 7 days of uploading of the application is mandatory for processing of application.

4. Issue of Exemption Letter
a. Exemption Letter is issued online when the criteria is met for application for Industrial, Infrastructure and Mining.
b. Save and Print the Exemption Letter.

C. Tracking of Status of the Application submitted Online.
a. Select the Link “Track your Application”.
b. Applicant has to login first.
c. Select “Status of Application” link.
d. Enter the Application Number and select “Search”.
e. View the Status of the Submitted Application.

5. Applicant Logout
a. Select logout.

  1. is this applicable for individual houses where a borewell is dug with relevant permissions from authorities ?

  2. We are a registered co-op Society having 27 apartments. We have git already a borewell for the last 20 years. How to apply for registration as the form is not very clear. Please advise thro mail Regards

  3. We have received CGWA permission for Concord Biotech Tech Limited,Valthera Taluka Dholka District Ahmedabad,Gujarat for one tubewell. Now Industry wants to drill second tubewell as standby to keep uninterrupted water supply in case of sudden failure of tubewell. Should I again apply manually or apply online? What is the procedure? Please provide information.

  7. Update your CGWA site to see status of application recommended by RD,CGWB. The status on site is available up to November 2014 only. After that it is not updated till this date.
