Vehicle Registration

Necessity for Registration :
No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is Registered in accordance with Chapter 4,section 39 of IMV Act 1988.

Registration where to be made :
Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registering Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept

Temporary Registration:
** As per the provision of section 43 of the central motor vehicle Act temporary registration certificate can be given to a vehicle only in case when owner of a vehicle wants to take his vehicle to the other state. Maximum period of validity of temporary registration made under this section is one month and it is not renewable.

** The temporary registration is also known as transit registration because the destination point is also mentioned in it where the vehicle has to reach. This registration is done at R.T.O. (HQ). The Transport Department can also delegate this registration power to the vehicle manufacturers or other concerned zonal offices.

** An application for Temporary Registration shall be made in Form 20 of the Central Motor Vehicle Rules, 1989 prescribed for Registration, under the Act marked “Temporary” to the Registering Authority or to the dealer dealing in the sale of New Motor Vehicles Recognised by the Transport Commissioner.

Extension of Temporary Registration:
An application for extension of the period of Temporary Registration shall be made to the Registering Authority specifying the period up to which extension is necessary and shall be accompanied by the
** Temporary Registration Form C. R.Tem.
** Copy of Sales certificate in Form 21*.
** Copy of Road worthiness certificate in Form 22* from the manufacturers ( Form 22A* from the Body builder).
** Copy of Valid Insurance Certificate.
** Pollution Under control Certificate.
** Copy of Proof of Address(Ration Card, Electricity Bill,…..).
** Copy of Design approval copy of STA in case Trailer or Semi Trailer.
** Copy of Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex _Army Vehicle.
** Copy of Customs Clearance Certificate in the case of Imported Vehicles.

Unless exempted, the Fee payable to the Temporary Registration or for its extension shall be Rs.15/-(as per Rule 89 of APMV Rules).

About Us :
The Motor Vehicles Department in the State was established in the year 1963 on Nagaland attaining the Statehood pursuant to section 133-A of the M.V.Act, 1933 (section 213 of the M.V. Act, 1988).

The powers and functions and of the Department are regulated under the provisions of the Motor Vehicles Act,1988 (then M.V.Act,1933 ), the Central Motor Vehicles Rules 1989, the Nagaland Motor Vehicles Act, 1967 and the Motor Vehicles Taxation Rules 1972.
