Vajpayee Arogya Shree Scheme :

** Suvarna Arogya Surakha Trust has been established and registered as a separate body under the aegis of Health and Family Welfare Department under the Indian Trust Act, 1882 in order to implement Suvarna Arogya Suraksha Scheme (now Vajpayee Arogya Shree scheme) vide GO No. HFW 216 CGE 2008, Bangalore dated 20th February 2009.

** The Trust has started functioning since April 2009.
** Initially the scheme was taken up in all the districts of Gulbarga Division and later extended to the Districts of Belgaum Division during October 2010 providing cashless high end Medical Care & Surgeries in the Empanelled Super Specialty Hospitals.

1. Objectives:
To provide BPL families access to quality medical care for treatment of catastrophic illness involving hospitalization, surgery and therapies through an Empanelled network of Super specialty health care hospitals.

2. Coverage:
The Scheme was first launched in 2009 for the 6 (six) districts of Gulbarga division and later extended to the 7 (seven) districts of Belgaum division. Now, it is extended to the 17 districts of Bangalore and Mysore divisions vide G.O. No. DPÀÄPÀ/115/¹fE/2012, Bangalore dated 21/6/2012, thus covering the entire State.

3. Beneficiaries:
BPL families of both rural and urban areas of the State are eligible to avail the benefits of the scheme. The BPL family is identified on the basis of BPL Ration Card issued by the Food & Civil Supplies and Consumer affairs Department of Karnataka Government.

Beneficiaries are identified on the basis of:
i) Laminated BPL cards with photograph issued by Food and Civil Supplies Department (Permanent BPL cards)
ii) Temporary BPL cards with seal and attestation by the jurisdictional Tahasildar.

4. Diseases Covered: The Benefit Package under the Scheme currently covers 402 tertiary care procedures, falling under 7 broad categories. They are;
1) Cardiovascular Diseases 134 Procedures
2) Cancer 166 Procedures
a) Surgical Oncology
b) Chemotherapy
c) Radiation Oncology.

3) Neurological Diseases 55 Procedures
4) Renal Diseases 21 Procedures
5) Burns 11 Procedures
6) Polytrauma cases 08 Procedures (not applicable to motor vehicle accident cases)
7) Neonatal surgeries 07 Procedures
Total 402 Procedures

Apart from the above 50 follow up procedures are included under the following categories
a) Cardio Vascular Surgeries
b) Urology
c) Neurosurgeries

6. Empanelment of Network Hospitals:
1. Government Institutions wherein required infrastructure/Manpower for providing tertiary care are available.
2. Identified Private Hospitals equipped with super speciality health care.
3. Private Nursing Homes equipped with super speciality health care. Minimum standards on several parameters have been prescribed.

Special features :

1. Applicable to all the BPL families in the State.
2. No age limit for availing the benefit of the Scheme.
3. Pre-existing disease is not a bar for giving treatment.
4. The tariff fixed for the procedure is inclusive of Investigations, Procedures Implants, Transport, Food and Medicine for 10 days after discharge of the patient.
5. Each NWH is provided with the services of one Arogaymitra to guide the NWH & beneficiary & to ensure that the benefit of the scheme reaches the beneficiary.
6. The treatment provided to the beneficiary is totally free and cashless.
7. No premium is collected from the beneficiary.
8. The entire expenditure towards treatment including premium is met by the Government.
9. Follow up treatment in selected 50 procedures is provided for a period of one year.

8. Limitations of the Scheme:
1. The benefit is restricted to only five members of a BPL family in a year.
2. Sum assured will be Rs.1.50 lakh on a family floater basis per year. Additional buffer of Rs.50,000/- per year for the entire family on a case to case basis will be available.
3. The beneficiaries are required to avail the benefits of the scheme only in NWH’s empanelled by the Trust.
4. The beneficiaries are eligible for Tertiary care of only identified 7 diseases under 402 procedures.

9. Publicity for the Scheme :
1. Distributing pamphlets containing brief information about the scheme in the health camps.
2. Fixing Posters in important places such as village Panchayat office, Fair Price Depots, Anganwadies, Village Co-operative Societies, Post offices, Bus stands, Schools etc.
3. Press Note /Advertisement in News Papers.
4. Radio programmes.
5. TV programmes.
6. Arogaymitras and other officials of ISA are taking IEC activities in the concerned area on the eve of Health Camps.

10. Health Camp Schedules :
The regular Monthly Health Camps are held at the District & Taluk Level.
The following are scheduled dates:
Gulbarga Division :
5th of Every Month – All Taluk Hospitals of Bidar & Koppal District.
10th of Every Month – All Taluk Hospitals of Yadgir & Bellary District.
15th of Every Month – All Taluk Hospitals of Gulbarga & Raichur District.
25th of Every Month –Head Quarter of all 6 Districts at District Hospitals.

Belgaum Division :
1st of Every Month – All Taluk Hospitals of Karwar and Haveri District.
7th of Every Month – All Taluk Hospitals of Gadag, Bijapur and Dharwad District
14th of Every Month – All Taluk Hospitals of Bagalkote & Belgaum District.
21st of Every Month – Head Quarter of all 7 Districts at District Hospitals.

Bangalore Division & Mysore Division :
** Scheme is extended to the 9 districts of Bangalore division and 8 districts of Mysore division during the year 2012-13.
** Health Camp activities will start after appointment of Implementation of Support Agency, say from October 2012.
** Till such time the BPL persons suffering from tertiary ailments can directly go to any of the 130 empanelled hospitals and avail treatment.
