How To Get Chandigarh High Security Registration Plates?

Step 1 :
Receipt Number or Registration Number is asked for from User:-
Receipt Number/Registration Number is entered and corresponding vehicle details are displayed. For future communication mobile number of the applicant is captured so that he/she can be informed through SMS as and when the Smart Card based RC is ready.

Step 2 :
Authorisation Slip :-
The system generates HSRP authorisation slip (in triplicate) containing details like Engine Number, Chassis Number, registration number etc. The vendor is given one copy of HSRP Authorisation Slip issued by RLA/STA and HSRP is prepared by him corresponding to that Registration Number.

Step 3 :
HSRP Web Application interface for vendor :-
Vendor has access to the application based on the user rights permitted for the specific IP address thus not leaving any scope for an unauthorized person to access the application and make irrelevant changes. Only after verifying the details and the authenticity of the authorization letter, vendor charges fee for HSRP .

Step 4 :
Web Application interface for vendor after HSRP preparation:-
After Preparation of HSRP, vendor logs into the application and enters Front and Rear Laser Ids – which are different and unique across the country. Also Vendor Reference Number is asked and then vendor’s Delivery Slip is generated and is handed over to Vehicle Owner.

Step 5 :
Verification at RLA/STA office :-
Vehicle Owner visits RLA/STA Office with Vendor’s Delivery Slip. RLA/STA Official enters Vendor Reference Number and again verifies all the details based on the information displayed, information on the delivery slip and the information available physically on the plates and sticker.

Step 6 :
Affixing of HSRP and sticker :-
RLA/STA official verifies the Front and Rear Laser IDs with that entered in the system by the vendor and updates the Status and asks the vendor to affix HSRPs and Sticker ( in case of Four and Three Wheeler) on Vehicle in the presence of Authorised RLA/STA Official.

Both the front and rear HSRP are fitted with a non-reusable snap lock to make it tamper proof. The sticker, which is Chromium based third registration plate, is attached to the wind shield, wherein the number of engine and chassis are indicated along with the name of registering authority.

1. A common workflow application, secure in all respect for Department and HSRP Vendor for all purposes and with effectively integrated SMS facility.
2. HSRP Authorisation Letter generated from LIVE VAHAN application, thus no mistake in Vehicle Details such as Owner Name, Engine No., Chassis No., etc..
3. Online secure access of HSRP application to vendors using username and restricted for particular IP Address to have controlled access & to avoid any hacking.
4. Online HSRP Letter generated by the vendor using the same application to avoid any data entry mistakes in HSRP Plate generation
5. Cross verification of the outputs generated at each stage to ensure data consistency.
6. The system allows verification of the Delivery Letter produced by owner and vendor for fixing of HSRP by department before allowing to actual fixing of the HSRPs

Chandigarh Vehicle Number Series

Vehicle Number Series & Documents :
** In compliance with the orders passed by the Hon’ble Supreme Court of India, the Transport Department, Chandigarh Administration vide Notification No. 2/3/1-HIII(7)-2013/3582, dated 27th Feb., 2013 has adopted the Scheme for the implementation of High Security Registration Plates in U.T., Chandigarh.

** As regards the new vehiclesthat are being registered in U.T., Chandigarh, the HSRP are being affixed at the time of Registration itself.

** However, as regards the old registered vehiclesin U.T., Chandigarh, these vehicle are being taken up for the affixation of HSRP one series at a time, in order to carry out the process sequentially and to comprehensively cover all the old registered vehicles in U.T., Chandigarh.

** The owners of vehicles having registration number of the series that have been taken up for HSRP affixation can apply at their respective R&LA offices (i.e. R&LA Office Sector-17, SDM(South) Office, Sector-42, or SDM(East) Office, Indl. Area, Phase-I, Chandigarh) with the following documents

** Application on plain paper mentioning the detail of Chassis Number, Engine Number, Make, Model
** Copy of Registration Certificate of the vehicle
** Copy of Valid Insurance
