What is the Procedure of eSign for DBT?

Prerequisite :
1. Companies may seed the adhaar number of authorized signatories using the link ‘Enter signatories adhaar no.’ available at CDATAO,CNO and CPLANTO login.

2. CNO may confirm the Adhaar NO. Seeded for authorized signatory by using the ‘confirm signatories adhaar no.’.
3. Signatories make sure that their latest mobile numbers are seeded in adhaar database.

Instruction for generating weekly bill for districts under DBT Pilot and esign it
1. Login into CNO page on mfms.nic.in
2. Click on ‘Bill for DBT District’

3. Select Plant,product group and period of the bill -for current bill select period from 8 sept to 15 sept
4. First you will see the data of the bill

5. If the data is correct generate the bill by using the option ‘ e sign and save bill ‘
6. system will get confirmation from you by showing the message ‘are you sure you want to e sign the bill?’ .

7. If you select ‘ok’ , system will send OTP on the your mobile registered with UIDAI . this is a six digit OTP
8. Enter this OTP

9. After entering correct OTP the Signed Bill can be downloaded for future reference
10. The signed bill look like
11. Open the pdf file generated in adobe acrobat double click on the signature stamp which is showing validity unknown.

12. Click on ‘signature properties’
13. Click on ‘show signer’s certificate’
14. Click on ‘trust ‘

15. Click on ‘add to trusted certificates’ and then check all options and click ok.
16. Click on validate signatures. The validity unknown will change into signature valid .

FAQ On Retention Price Scheme

1. What is the Retention Price Scheme?
The Retention Price Scheme (RPS) for fertilizer Industry introduced from 1.11.1977 and remained in force till 31.3.2003. Under the RPS Retention Price was fixed for each unit by the Govt.

The difference between the Retention Price of Urea and the maximum retail price of urea was paid as subsidy.

2. Whether Government gives subsidy on freight?
The Union Government subsidies the urea manufacturing units for the cost of transportation to facilitate the availability of urea at the same maximum retail price all over the country.

3. Has the Government taken any steps to prevent manufacture and sale of sub- standard SSP?
The DCF has notified specified grades of Rock Phosphate along with their source of origin, which are considered suitable to production of SSP meeting FCC specifications in terms of water-soluble phosphate content.

The Department has also set up Technical Audit and Inspection Cell (TAC), which carries out technical inspection of an SSP unit for its capability to produce SSP meeting FCC norms before induction thereof under the Concession Scheme.

The use of notified grades of Rock phosphate and periodical (six monthly) inspections by TAC had been made mandatory for the units for being eligible to claim concession under the Scheme.

4. What is the selling price of fertilizers?
Urea is the only fertilizer with statutorily controlled price & movement. the Concession Scheme on sale of phosphatic & potassic (P&K) fertilizers provides for indicative Maximum Retail Price declared by Department of Fertilizers at which these fertilizers are to be sold.

MRP for Single Super Phosphate under the Scheme is declared by the respective State/UT Government. These MRPs can be viewed on this site.

5. How can I take dealer license for trading in fertilizers?
The procedural requirements are detailed in Clause 8 of FCO. Application has to be made in Form A/ Al to Controller of Fertilizers of the concerned State/UT for obtaining registration/license as Industrial Dealer in fertilizers or dealer in fertilizers for agricultural sales, respectively, along with fee prescribed under Clause 36 and certificate of source in Form O.
