Ease of Doing Business :
Activities of Revenue and Disaster Management Department under Ease of Doing Business
01. Digitization of land records of the tenants of the State showing the ownership of the land has been done which is available in the bhulekh website.

02. The model sale deed format for property registration in Odia and English are available in the Department website.
03. While registering the land, the Registering Officers can verify the ownership of the land from the bhulekh database through web service.

04. The time line for registration of a document is 3 days as notified under the Odisha Right to Public Services Act, 2012 (Gazette No. 2 dated 01.01.2013).

05. There is integration of registration office with tahasil office and immediately after registration of a sale deed, a Form-3 is transmitted from registration office to tahasil office for initiation of a mutation of case and change of RoR.

Cashless Transaction :
It has come to the notice that, the Registering Officers are not promoting cashless payments and insisting on cash payments for collection of Stamp Duty 136 Registration Fees in their offices.

Due to such practice, heavy amount of cash is parked in the offices and it becomes susceptible to theft and robbery at night or during the transit to the Bank for the deposit of the same.

In order to eliminate such risk of theft and robbery, and in the view of the provisions of Prevention of money laundering Act, 2002 and Rules framed there under particularly keeping in view of the provisions of Rule-9 of Prevention of money laundering (Maintenance of Records) Second Amendment Rules, 2017, (copy enclosed) all the Registering officers are hereby directed to ensure cashless transaction for every service delivered in the office by the following means.

** Cheque/ Pay Order to the Registering Officers
** Demand draft in favour of Registering Officers
** Bank Challans deposited in the proper head of account

** Electronic payments (Online mode) through
i. National Electronic Funds Transfer (NEFT)
ii. Real Time Gross Settlements (RTGS)
iii. Net Banking/ IMPS/ PPI

** PoS Terminal Based (when supplied by the Department) using Debit and Credit Cards
** Online payments of duties and fees through Online portals of the States odishatreasurvatov.in (e-payment through Net-banking/ Debit/ Credit Card)

For the receipt of all types of stamp duty and fees through electronic/ online/ paper based instruments, the Registering officers shall use their DDO Bank account already in operation. The proper receipt shall be granted only after the realization of the said fees in the bank account.
