Licensing Procedures

Dealers License :
Any person who needs a licence to purchase, sell or otherwise deal in rubber shall apply for a licence in form ‘B’.

The application should be accompanied by an affidavit in the prescribed form, attested photograph of the applicant and documentary evidence to prove the right of possession of the proposed business premises and storage by the applicant. Besides, a sum of Rs.843/-(Rs. 750/- + 12.36% service tax) towards licence fee for three years AT Rs. 281/-(Rs. 250 + 12.36% service tax) per year has to be remitted. The amount can be remitted either by demand draft or by money order or by cash at the counter. Demand draft should be drawn in favour of The Deputy Director (L), Rubber Board, payable at Kochi.

The Board, if it is satisfied with regard to the suitability of the applicant, may issue a licence in form ‘C’ initially for a period of 3 years. The licence has to be renewed thereafter (at present subsequent renewals are for five years) if the dealer wants to continue his business for which application in the prescribed form and the requisite licence fee (Rs. 1405/-) has to be remitted well before expiry of validity of licence. The Board renews the licence on receiving the prescribed application along with the licence fee.

Processors License :
Individuals who want to acquire rubber for processing or to sell the rubber so acquired after processing or otherwise, shall apply for a licence in form ‘B1’. Every application should be accompanied by an affidavit in the prescribed form and copy of the project report. Besides, a sum of Rs. 843/-(Rs. 750/ + 12.36% service tax) towards licence fee for three years AT Rs. 281/-(Rs. 250 + 12.36% service tax) per year has to be remitted.

The Board may issue a licence in form ‘C1’ if it is satisfied with regard to the following matters :
** Suitability of the applicant
** Suitability of the site selected
** Availability of raw materials
** Availability of technical know how
** Arrangements made for technical specifications, and
** Economic feasibility

Manufacturers License :
A person desirous of manufacturing any article using rubber has to obtain a licence in form ‘E’ from the Rubber Board. This licence is issued for acquiring a specific quantity of rubber and has to be renewed every year. For obtaining the licence, one has to apply to the Board in form ‘D’ along with the details required to be furnished

Functions of the Rubber Board :
The functions of the Board as defined under the Act are :
1. To promote by such measures as it thinks fit the development of the rubber industry.

2. Without prejudice to the generality of the foregoing provision the measures referred to therein may provide for :
** undertaking, assisting or encouraging scientific, technological or economic research.
** training students in improved methods of planting, cultivation, manuring and spraying.

** the supply of technical advice to rubber growers
** improving the marketing of rubber.
** the collection of statistics from owners of estates, dealers and manufacturers.

** securing better working conditions and the provision and improvement of amenities and incentives to workers.
** carrying out any other duties which may be vested with the Board as per rules made under this Act.
