Leasehold to Freehold Conversion :

The Scheme Of Conversion From Lease Hold System Into Freehold. :
In pursuance of order issued by the Govt. of India, Delhi Development Authority has decided to convert the residential flats by executing the Conveyance Deed in the name of Allottee/Purchaser/GPA holder in respect of flats allotted by DDA on freehold basis constructed prior to the year 1992.

It has now been decided to allow purchaser/GPA holder also on a payment of a surcharge AT 33.1/3 on the conversion charges over and above the normal conversion charges applicable for a lessee. The rates indicated in the brochure are on provisional basis and the final rates are determined by the Ministry of Urban Development. The applicants shall have to pay the difference in conversion charges, if any, as may be finally fixed by the Ministry. For this, the applicants shall have to submit an undertaking for the payment of difference in conversion changers in the prescribed format as given in annexure “R”.

Salient Feauters Of The Scheme :
The scheme covers the following flats :
** Janta, EHS, LIG, MIG, HIG, SFS flat allotted by DDA including the flats in Asian Games Village Complex constructed prior to 1992 on leasehold basis.
** Original sub-lessees/allottees would be entitled to remissions in the conversion charges as specified in Annexure-“A”.
** The onetime charges payable for conversion from leasehold to freehold are set out in Annexure-“B”.
** The application for conversion into freehold basis shall be submitted alongwith the prescribed documents.

Procedure For Submision Of Application For Conversion Of Dda Flats From Leasehold To Freehold Basis. :
The brochure along with the prescribed application form is available for sale on payment of Rs. 50/-+ Vat at DDA counter at ‘D’ Block, Vikas Sadan, INA, New Delhi.
Application Forms attached in this booklet have been printed in two different colours in respect of :
** Conversion being applied by the Allottees : in blue colour
** Conversion being applied by the GPA/ATS holder (purchaser) green colour

FAQs :
What is the minimum percentage of FAR permitted for EWS housing.?
As per the provision of MPD-2021 minimum 15 % of the proposed FAR to be constructed for Community Service Personnel/EWS and lower income category(Clause 4.2.3 of MPD-2021)).

This 15% of the proposed FAR for community service personnel(CSP)/EWS and lower category housing would be over and above 200 permissible FAR and density of 200 DUs (Clause V B Residential Plots Group Housing XX / Terms and Condition of Table 4.4.3, MPD-2021).

What is the percentage of share between Developers Entity(DE) and DDA?
50% of the EWS housing shall be retained by Developers Entity (DE) and dispose only to the apartment owners, at market rates, to housing community service personnel (CSP) working for the residents/owners of the Group Housing. This will be developed by DE at the respective Group Housing Sites premises or contiguous site.

Remaining 50% of the DUs developed by the DE to be sold to DDA for EWS Housing purpose will be sold to DDA/Local Bodies at base cost of Rs.2,000/- per Sq. Ft as per CPWD index of 2,300(+Cost of EWS Parking) which shall be enhanced as per CPWD Regulation index at the time of actual handing over and can be developed by DE at an alternative near by Site.

Who will provide necessary Commercial and PSP facilities to these pockets
Necessary Commercial and PSP facilities shall also be provided by the DE for this separate housing pocket.

Who will check Quality of EWS Houses?
The EWS Housing component created by the DE shall be subject to Quality assurance checks, as prescribed in this regard by Govt./DDA. The final handing/taking over of this component shall be subject to fulfill the quality assurance requirements.

The DE shall be allowed to undertake actual transfer/transaction of saleable component under its share/ownership to the prospective buyers only after the prescribed land and EWS housing component is handed over to the DDA.

Whether EWS Units to be handed over to DDA should be in separate Towers/Blocks?
These Units to be handed over to DDA should preferably be in a separate Tower/Blocks or independently demarcated for convenient transfer to the allot tees by DDA and for future maintenance and operations of the same.
