What is Kerala Sugama Portal?

Sugama Portal is an online single window system developed by KSITM for Government of Kerala to apply for road cutting and public utility shifting permissions. Applications for Road Cutting Permission are submitted to Road Authorities like PWD, NHAI, KSTP, Local Self Government Institutions, Kerala Forest Department, Harbour Engineering Dept, etc. While Utility shifting applications are submitted by Road Authorities to Public utility service providers like Kerala Water Authority, KSEB, etc.

Who Can Apply For Kerala Road Cutting Permission?

Telecom Service Providers, Kerala Water Authority, Private Builders, KSEB, State Departments or Missions, Individual House Holders, Any department or agency, private or public that needs road cutting permissions.

How To Apply For Kerala Road Cutting Permission?

At present an agency that requires Road Cutting permission / RoW Permission needs to visit multiple offices of different road owning agencies, with varied documentation requirements and multiple rates adopted by agencies sometimes with no time limit specified for disposal. KSITM now implements a solution for Road Cutting Permission / RoW Permission application for the agencies to avoid the above hurdles.

FAQ On Kerala Road Cutting Permission

Does applicant have to pay restoration charges for getting permissions?
Yes, After application submission a site inspection will be conducted by Road Authorities or a joint inspection along with the applicant. Based on that, an estimate will be prepared by concerned road authority and submit as a demand note which includes restoration charges, supervision charges, etc. Restoration charges as well as other charges has to be remitted to Road Authority using eTreasury Payment gateway for PWD Roads and Bank Payment gateway for LSGD roads.

I am a house holder, how can I get a user login?
You can register in the portal as an individual house holder. Attach documents for Proof of Identity, Building Plan, Land Tax and Building permit details. Submitted user registration forms will be verified by concerned Local Body Secretary. Once approved, Username and password will be sent to the registered email address.

I am a Private Builder, how can I get a user login to apply for road cutting permission?
You can register in the portal as a Private Builder. Attach documents for Proof of Identity, Building Plan, Land Tax and Building permit details. Submitted user registration forms will be verified by concerned Local Body Secretary. Once approved, Username and password will be sent to the registered email address.

Does the applicant has to submit Bank Guarantee for getting permissions?
Yes, bank guarantee is required only for getting permission from PWD Roads. While for LSGD roads there is no need to submit bank Guarantee.

What are the payment gateways available in the portal?
The portal offers two payment gateways. eTreasury Payment gateway for paying restoration charges for PWD. Bank payment gateway is available for Local Body payments.

Does applicant has to upload Road Sketch along with application?
Yes, Applicant can either upload road sketch in KML format or PDF format. Option is also provided in portal to draw the sketch in GIS map.

I am a Telecom Service Provider, how can I get a user login to apply for road cutting permission?
You can register in the portal as a Private Builder. Attach documents for Proof of Identity, DOT license details, etc. Submitted user registration forms will be verified by KSITM. Once approved, Username and password will be sent to the registered email address.

How the road cutting rates are estimated?
As per G.O.(Ms)No.59/2020/PWD Dated,Thiruvananthapuram, 30/07/2020 for PWD roads. While for LSGD roads, the rates are yet to be finalized. Until then, the rates are decided by the Local Body Committee.

How can a Panchayat/Muncipal/Corporation Secretary apply for road cutting permission to PWD/NHAI roads?
Local body secretaries can use IKM’s Sulekha Plan Monitoring application user credentials to log into the portal and apply for road cutting permissions.

Once an application is submitted within how many days permission will be issued?
To be updated by Road authorities.
