What is Pre-Shipment Inspection?

“Pre-Shipment Inspection” module aims to recognize the agencies to conduct Pre-Shipment inspection for import of shredded, un-shredded, compressed, and loose forms of metallic waste and scrap. The recognized pre-shipment inspection agency (PSIA) conducts the inspection in different countries as recognized by DGFT and issue pre-shipment inspection certificate (PSIC).

How To Apply For Pre-Shipment Inspection?

Agencies are on-boarded on DGFT website https://www.dgft.gov.in and may register by adopting the following path:
** Click on login button on top right corner
** Click on Register button > Register User as
** Select Pre-Shipment Inspection Agency from dropdown option
** Enter First Name, Email ID, Country, State, City, Zip Code, Mobile Number and captcha as mandatory fields (ZIP code is a postal code chosen to suggest that the mail travels more efficiently and quickly when senders use the code in the postal address)
** Click on the checkbox for agreeing to the terms and condition
** Click on Send OTP button
** Both mobile and email OTP is sent when country is selected as India whereas only Email OTP is sent for other countries
** Enter the OTPs sent on your Email and mobile (in case of India) and click on Register button
** Temporary password will be sent on your Email and mobile (in case of India)
** Login and change your temporary password and proceed.

Frequently Asked Questions FAQ On Pre-Shipment Inspection

When can an agency apply for recognition of PSIA?
Agency can apply against the active Trade Notice released by DGFT HQ. If the trade notice is expired, then applicant won’t be allowed to submit the application.

What to do if OTP is not received?
** One time password (OTP) is generated by computer and sent on mobile phone and e-mail to authenticate.
** OTP generated will be valid for 15 minutes
** If OTP is not received, click the Resend OTP button

How can an agency generate and upload PSIC of inspection carried out?
Please follow the below path to generate and upload PSIC:
** Services > Pre-Shipment Inspection
** Click on Approved PSIA status tile provided under “Services under Pre-Shipment Inspection for Agency Users”
** Agency may click on Generate and upload PSICs of inspection carried out tile provided under “Services under Pre-Shipment Inspection for Agency Users”
** Agency may enter the details in the respective tabs and proceed to declaration tab
** After submitting the details, agency may click on Generate and download PSIC button
** Agency may put the seal of PSIA at the bottom and upload the PDF as attachment

How can an agency view the PSIC details?
Please follow the below path to view PSIC:
** Services > Pre-Shipment Inspection
** Click on View Pre-Shipment Inspection Certificate (PSIC) tile provided under “Services under Pre-Shipment Inspection for Agency Users”
** User may enter PSIC number click on search button
** PSIC details will be displayed

Do we have any provision to share the video link or URL after inspection is carried out by agency?
Yes, an agency may do so by following the below path:
** Agency may upload the video on a suitable web platform in the desired format and copy the URL for reference
** Services > Pre-Shipment Inspection
** Click on Generate and Upload PSICs of inspection carried out under “Services under Pre-Shipment Inspection for Agency Users”
** Select the desired application form from draft and navigate to Consignment details tab
** Agency may upload the URL of the video clips in the text box “URL of Video Clips for inspection carried out” provided
** Agency may upload multiple URLs by clicking on add more URL(s) button

Do we have any provision to share the photograph while applying for recognition as PSIA?
Yes, an agency may do so by following the below path:
** Agency may upload the photograph on a suitable web platform in the desired format and copy the URL for reference
** Services> Pre-Shipment Inspection
** Click on Generate and Upload PSICs of inspection carried out under “Services under Pre-Shipment Inspection for Agency Users”
** Select the desired application form from draft and navigate to Consignment details tab
** Agency may upload the URL of the photographs in the text box “URL of Photographs for inspection carried out” provided
** Agency may upload multiple URLs by clicking on add more URL(s) button

Where we can apply for IAR or where we can get the link to apply for IAR?
Please follow the below path to apply for IAR:
** Services > Pre-Shipment Inspection
** Click on PSIA-Application Form tile provided under “Services under Pre-Shipment Inspection for Agency Users”
** Fill the desired details in the respective tabs and submit your application for processing by DGFT

What is the application fee?
The application fee to apply for this module is INR 10000.

How will I get to know that whether my application is submitted successfully or not?
** After Successful payment you will get the Acknowledgement stating the Successful Submission of application for PSIA with File No.
** The Application Status can be tracked using ‘Track Status’ and Receipt could again be printed.

Am I allowed to make changes in my application before submitting the same on DGFT website https://www.dgft.gov.in and how?
Yes, you may make changes in your application any time before submission by navigating to the desired tab and modifying the details. Please click on Save and next button and changes will get saved. User may verify the same by clicking on application summary tab and updated details will be displayed.
