Dr. Ambedkar Medhavi Chhattar Sansodhit Yojna :

** To encourage the merit amongst Scheduled Castes and Backward Classes students a scheme namely “ Dr. Ambedkar Medhavi Chhattar Sansodhit Yojna” was launched from the year 2005-06.
** It is amended in 2009 which make this scheme “The Scheme of masses”as its scope has been extended up to post-graduate classes.

Students should be domicile of Haryana

** Now this scheme is known as “Dr. Ambedkar Sanshodhit Medhavi Chhattar Sansodhit Yojna.
** From the year 2005-06 no. of benficiaries were Increased from 1,495 to 10855 (2009-2010) which shows its great growth.
** Similarly, expenditure has also been increased from 1.49 crore to 9.25 crore.

Eligibility :
** Students should belong to Scheduled Caste or Backward Classes.

Rate of incentive :
** Amount of incentive ranges from 4000 to 12,000 p.a.

How to apply :
** Have application from DWO/TWO or download it from department website.
** Duly filled the application with relevant document and submit it to the concerned institution.

Mode of Payment :
** Payment is payable through Bank.

Check List:
a. Attested copy of Haryana Domicile Certificate
b. Attested copy of Caste Certificate
c. Attested copy of the class passed on the basis of which the scholarship is being claimed.
d. Attested copy of Bank Account No.
e. Attested copy of identity card.

Conditions of Eligibility :
The following conditions of eligibility shall be observed :
i) The applicant should been person amongst Scheduled Castes.
ii) He should own a plot or a house site having on area of atleast 90/100 square yards. The persons having a kachha house (100 sc. yards) not worth to live in will also be entitled for this grant.

iii) The applicant should not already have any house of his own.
iv) Persons who have already received similar benefit for the construction of a house under an other scheme will not be eligible.
v) Class IV Govt. employees would be covered under this Scheme.

The terms and conditions for the grant of subsidy will be as under :
i) Under the scheme a subsidy of Rs. 2,000/- is given to the approved beneficiary for the construction of a house.

ii) The amount shall be drawn by the District Welfare Officer in the State in shape of RTR/Cash from the Treasury in favour of approved beneficiary according to the prescribed instructions in one instalment.

iii) The grantee shall be required to execute an agreement to the effect that in the event of his failure to utilise the amount for the purpose for which it is granted, the Govt. shall have the right to recover the amount as arrear of land revenue.

The beneficiary shall construct the house within six months from the date of receipt of the subsidy. He shall produce completion certificate duly certified by the District Welfare Officer within a period of three months after

iv) Completion of the house. Any further extension, if required, will have to be obtained from Govt. by giving full details. Procedure for a notion of subsidy.

Application after due publicity would be invited on prescribed proforma given at Annexure “B” by the District Welfare Officer of the Welfare of Scheduled Castes and Backward Classes Department and the District Welfare Officer will scrutinize the application with regard to their geniuses and eligibility and their forward their cases for recommendation to the District Committee.

The District Committee headed by the Deputy Commissioner should consist or 9 members and the compilation should be broadly as under :
i) Deputy Commissioner Chairman
ii) District Welfare Officer Member Secretary
iii) Harijan MLAs
iv) Prominent Harijan Social workers/Sarpanches/Panches.
