Permanent Connections:
Permanent connections are available in the following eight categories to suit different subscribers,

NON-OYT Category :
Applications are registered under NON-OYT, on payment of initial deposit of Rs 500/- or Rs 2,000/- depending upon the type (rural or urban) & capacity of the exchange system. The deposits carry an interest for the period from the date of payment to the date of installation of telephone at the rate payable by the State Bank of India on Fixed Deposit for one year. Under Non-OYT category there are five schemes indicated below:

1. NON -OYT General Scheme :
** This scheme is open to all.
** Applications with an advance NON-OYT deposit as applicable to the area are Eligible.
** All the applicants are wait listed as per the date of registration and the connections will be released as per their turn.

2. NON – OYT Special Scheme:
The following types of applicants are eligible for registration under this category:-
** Doctors holding recognized degree or diploma in any approved system of Medicine or Surgery and registered with Medical Council.
** Advocates on the role of bar Council
** Judicial Officers
** Qualified Nurses & Midwives.
** Blind persons supported by a “Visually Blind” Certificate issued by CMO/MS Ophthalmic Surgeon of a District Level Government Hospital are also eligible for registration under this category. As a welfare measure 50% concession in rent and advance rental deposit is allowed to the blind person registered under this category.
** News papers, journals & magazines registered with Registrar of newspapers
** Registered News agencies.
** Accredited press correspondents and press photographers.
** Public Institutions (run by public funds and for the benefit of public), Govt. schools & colleges ,but not private schools and colleges. Political Parties recognized by the Election commission, Social Organizations & Mission Orphanages, Leper Houses, Public Hospitals, Registered Trade Unions, Co-op. Societies, Sports & cultural organizations.
** Small Scale Industries
** Eminent Public men
** Legal Aid Committees
** Naturopaths, Physiotherapists & Occupational Therapists
** War widows & Disabled soldiers (No Registration and installation and half the normal rent) 100% exemption in rentals to Gallantry Award winners in three Defense Services and awardees of Presidents’ Police Medal for Gallantry
** Defense Personnel, Ex-Serviceman
** Independent Student Hostels recognized by Central/State Government.

Note: All applicants eligible for booking under this category are also eligible for booking under OYT Special Scheme.

3. NON – OYT Swatantrata Senani Scheme(SWS) :
** Freedom Fighters & Spouse of Freedom Fighters are eligible for this scheme.

Under this scheme no installation or registration fee will be charged and only half the normal rental will be charged.

4. NON – OYT S S Scheme :
The following types of applicants are eligible for registration under this category:-
** Foreign Missions & Embassies.
** U N Organizations.
** MPs, MLAs & Municipal Councilors.
** Distinguished Persons
** Retired employees of all Courts
** Retired Senior Officers of State and Central Government whose monthly basic pay is Rs 3,700/- and above as per pay scales before implementation of fifth pay commission Rs. 12,000/- w.e.f. 13.8.1998 for one year prior to retirement. In the case of DoT and Department of Posts officers the pay limit is Rs 3,000/- and above (old scale) and Rs.10,000/- w.e.f.13.8.1998 for one year prior to retirement (Retiring officers will not get SS Category if they have already one Telephone in same station).
** Presidents, Vice Presidents, Chairman of Standing Committee of Districts, Block and Gram Panchayats and Members of Jila Parishads.

5. Non-OYT-G-SE-DoT:
The service employees of DoT and BSNL are eligible for registration and Non-OYT-G-SE-DoT category. The registrants under this category will be given priority for installation at par with registrants under non-OYT-SWS Category.

The facility is allowed only once during the entire service span of the employees.

Out of turn telephone connection to retired/retiring employees of DoT/BSNL:
Earlier DoT employees were allowed to out-of-turn allotment of Telephone in N-OYT-General category in private capacity at the place declared as Home Town in their service records (circular no. 16-60/92-PHA dated 1.3.1995)

Now it has been decided to waive off the condition of ‘Home Town’ from the above instruction. Now the employees of DoT and BSNL on their retirement, would be entitled for out of turn allotment of telephone in N-OYT-General category in private capacity at a place where the employees wish to settle after retirement provided the official has no telephone working in his/her name at that place. (No. 2-15/01-PHA dated 8.10.2001)

Casual Connections :
Casual connections are provided to applicants for social/religious functions, marriages, exhibitions etc., for a period not exceeding 30 days.

Procedure For Registration:
** The standard application form prescribed for new telephone connection can be obtained free of cost from any of the designated offices of the BSNL or the Customer Service Centers located anywhere in the country. Photocopies of these forms as well as downloaded copies FROM THE Internet are also accepted.
** he completed application along with the demand draft may be given by hand in the office of the GM/TDM/TDE/SDE for registration.
** The completed application form may also be sent by registered post along with demand draft for requisite amount towards registration fee drawn in the name of designated authority, in the office of GM/ TDM / TDE /SDE under whose jurisdiction the telephone connection is required.
** In areas where telephone is available ‘on demand’ the form for New Telephone Connection(NTC) may be deposited without demand draft. In such cases, after receipt of form for NTC, Demand Note for payment of applicable installation charges shall be issued. On receipt of payment against Demand Note, the OB for installation of telephone connection shall be issued immediately.
** A Bona-fide Verification for new connection/shift of telephone connection is done by the Department before a new telephone connection is sanctioned or an existing phone is shifted to a new address.
