Scheme of Short Stay Home

Under the scheme, grants are given to Voluntary Organizations, to set up Short Stay Homes for women and girls, with a view to protect and rehabilitate those women and girls who are facing social, economic and emotional problems due to family problems, mental stress, social ostracism, exploitation or other causes or are being forced into prostitution and are in moral danger.

The scheme provides following services / facilities:
(1) Temporary shelter to the needy women and girls from six months to three years
(2) Case work and counselling services
(3) Medical care and psychiatric treatment
(4) Occupational therapy, skill development training and rehabilitation services
(5) Educational, vocational and recreational activities
(6) Follow up by counsellors for those women who have left the Homes, needs to be done to ensure their well-being and safety

Children accompanying the mother or born in the Home, may be permitted to stay in the Home up to the age of seven years after which, they may be transferred to children’s institutions or provided foster care services. The Home should have an average of 30 inmates at a time with facilities for a minimum of 20 and maximum of 40 residents.

An annual schematic grant to a Short Stay Home varies from Rs 7,00,000 and above for recurring items like maintenance, honorarium of staff, rent of building, contingencies, medical, rehabilitation and one time grant of Rs 50,000 for non-recurring items like office furniture, bedding and other skill development equipments. The rent for Short Stay Home varies keeping in view its location in A, B or C class cities.

Eligibility Criteria:
(a) The Voluntary Organization should be engaged in full-time women / community-related activities

(b) Location of the Short Stay Home should be at District / Block Headquarters or a town having population not less than 50,000 according to 2001 census

Procedure for Submission of Application:
Since July 22, 1999 Child Development Programme Officers (CDPOs) have been designated as Nodal Officers for all schemes of Department of Women & Child Development. Voluntary organizations are required to submit three copies of part A+B of the application in the prescribed proforma to CDPOs. If there is no CDPO in the project areas, the application may be submitted to the Women & Child Development Officer or Social Welfare Officer of the District.

The CDPO / Women & Child Development Officer / Social Welfare Officer will conduct pre-sanction appraisal and send report in part ‘C’ along with the proposal to Ministry of WCD. Second copy of the application and pre-sanction appraisal report will be submitted to the State Government, who will furnish their recommendation in the prescribed proforma to Ministry of Women & Child Development within a period of three months. If no recommendation is received within three months, it will be presumed that the State Government supports the proposal. Third copy of the application and inspection report may be retained by the Inspecting Officer for record. Ministry of Women & Child Development will give the sanction for setting up of new units. Continuation grants shall be released by CSWB, based upon settlement of previous year’s accounts by the NGO/VO and satisfactory performance report of an authorized personnel of the Board.
