Apply for Identity Certificate :

Identity Certificate (IC) is normally issued to Tibetan Refugees residing in India, from the Regional Passport Office, Delhi (RPO Delhi) on recommendation by the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi.

In addition to Tibetan refugees, Stateless people residing in India may also apply for Identity Certificate at the Passport Office within whose jurisdiction they are currently residing.
IC issuance is subject to clearance by Ministry of External Affairs (Consular, Passport and Visa (CPV) PV-III division). In addition, clearance by State Government (Department of Home Affairs/Police)/FRRO is also required for issuance of No Objection to Return to India (NORI) certificate to be stamped on the Identity Certificate. Tibetan Refugees residing in India need to apply at RPO Delhi.
Stateless people residing in India need to apply at the passport office within whose jurisdiction they currently reside in.

e-Form Submission :
** Step 1 Download the e-Form through the “Download e-Form” link available on the Home Page.
** Step 2 Fill the downloaded e-Form and click the Validate and Save button in it.This will generate an XML file, which will be required later for uploading in the system.
** Step 3 Register through the Passport Seva Online Portal. (Click on “Register” link under the Apply section on the Home Page).
** Step 4 Login to the Passport Seva Online Portal with the registered Login Id.
** Step 5 Upload the XML file (generated in Step 2) through the “Upload e-Form” link.Do not upload the PDF form at this stage as only XML file is accepted by the system.
** Step 6 Take the printout of filled application form through the “View/Print Submitted Form” link available on the View Saved/Submitted Applications page.
** Step 7 Bring printed copy of online filled application form and original documents while visiting the Consular, Passport and Visa (CPV) Division, Patiala House, New Delhi/Passport Office (PO) attached to your present residential address for submitting your application. Refer the instruction page of printed application form for more details.

Online Form Submission :
** Step 1 Register through the Passport Seva Online Portal. (Click on “Register” link under the Apply section on the Home Page).
** Step 2 Login to the Passport Seva Online Portal with the Login Id created in Step 1.
** Step 3 Click “Apply for Identity Certificate” link.
** Step 4 Fill in the required details in the form and submit.
** Step 5 Take the printout of filled application form through the “View/Print Submitted Form” link available on the View Saved/Submitted Applications page.
** Step 6 Bring printed copy of online filled application form and original documents while visiting the Consular, Passport and Visa (CPV) Division, Patiala House, New Delhi/Passport Office (PO) attached to your present residential address for submitting your application.   1. Tell me how we can know when and where the IC inquiry team will visit. And which odisha, district or place the inquiry will come. The inquiry team they visit too late in our village for inquire. So its better we visit at their place.
