How To Apply For Trade License In West Bengal?

The need of providing various services in municipal areas through the on-line mode in view of easing business under active consideration of the State Government for some time and in view of above, Department of Urban development & Municipal Affairs has decided to introduce Issuance of Trade License (Certificate of Enlistment) including Renewal of Trade License in Municipal Areas through online mode without any physical touch point.

The online system has the following features without the requirement of physical visit to the Department:
** Submission of Application.
** Payment of Application Fee.
** Track status of Application.
** Download the Final Signed Certificate.
** Third Party Verification.

To Apply For Trade License in West Bengal Trade, follow the below steps

Step-1:
For Issuance of Trade License (Permanent Certificate of Enlistment) the Applicant have to apply through ONLINE mode only in e- district portal https://edistrict.wb.gov.in/PACE/login.do. The applicant has to complete OTP Based Registration for the applying online. Then After Registration Applicant can login using own Username and Password. Application form along with supporting documents should be submitted and after submission of Application Identification Number (AIN) will be generated. After submission of Application, Applicant can track his/ her application status using AIN No.

Step-2:
Application will come to Inspector for necessary Checking. The concerned Inspector will verify the uploaded documents and if all documents are found in order the application will be forwarded to ULB for necessary action. Inspector can reject the Application or sent back the application for necessary modifications of documents.

Step-3:
Application will come to ULB login for necessary checking. The Authorized person in ULB will verify and accept the application for Payment if all the documents are found in order. ULB can reject the Application or sent back the application for necessary modifications of documents The application fees (As per Municipality/ Municipal Corporation Act) and Annual fees / Charges for providing different Municipal Charges will be added together and the total charges will be shown to Applicant’s Login for Payment.

Step-4:
After successful payment the Application will come to Approving Authority (EO/Authorized Person) Login for final Approval and Digital Signature. After Final Approval and Digital Signature the Certificate of Enlistment will be available in Applicant’s Login. Applicant Can Download the certificate from own login and no physical touch with ULB is required.

In case the documents are found non- satisfactory / or any discrepancy arises, the application shall be returned to the applicant in the e- district portal mentioning the reasons.

Documents Required For West Bengal Trade License

Following documents are required to apply for Trade License in West Bengal

1. Identity proof documents Any photo identity proof document like EPIC/Aadhar/Driving Licence/Passport etc. issued by any Govt. authority as the identity proof as well as the residential proof of the applicant.
2. Proof of ownership/occupancy i) For the owner of the premises – current Municipal Property Tax Receipt.

ii) For the tenant of the premises – photo copy of the current Rent Receipt/Challan from Rent Control.

iii) For the lessee of the premises – copy of the Lease Agreement.

iv) For rent free premises – current consent letter mentioning the area received from the consenter in original along with Certificate of Entitlement of the consenter (if any) along with the current Municipal Property Tax Receipt of the consenter.

v) For Partnership Firm – copy of all Partnership deeds.

vi) For the premise duly purchased – certificate copy of the Conveyance Deed/IGR Receipt copy duly certified by the concerned advocate confirming registration of the purchase

vii) For premises in any market owned by Government/Municipal Body and Government Campus – the agreement copy of the actual tenant/lessee with the Government or Municipal Body.

viii) For premises in the Co-operative Housing Society – consent letter in original from the Secretary of the Co-operative Society/appropriate authority.

viii) For premises in the Govt. Housing Estate – No Objection Certificate from the Competent Authority.

Note :
** For trades where statutory certificates, licenses, permissions, permits are required to be obtained by traders, production of such certificates, licence, permissions, permits are not required prior to and/or at the time of issuance/renewal of Certificates.
** However, such enlistment or renewal thereof shall not absolve such person from any liability to take out any license under any other law like Fire license/Fire No Objection Certificate/Pollution Control Board Certificate/Clinical or Health Certificates/Excise (liquor) Deptt./RBI/SEBI/Customs/Police/Import Export etc., and alike for the time being in force.
