What is Gem Replenishment Authorisation Scheme?

The Gem Replenishment Authorisation Scheme (GemRep) is a scheme under the Foreign Trade Policy (FTP) of India that allows exporters of gems and jewellery to replenish the inputs used in their export production. It is a crucial incentive for the gems and jewellery sector, enabling exporters to import precious, semi-precious, and synthetic stones, as well as pearls, to replenish their inventory after exporting finished products.

How To Apply For Gem Replenishment Authorisation Scheme?

Apply for Replenishment Authorisation for Gems:
** Application for authorisation of replenishment of gems can be applied from this tab and authorisations for gems will be issued on physical security paper.
** Applicant needs to submit the form on monthly realisation basis.
** Please see Paragraph 4.35 of the FTP and relevant provision of Handbook of Procedures pertaining to Replenishment Authorisation of Gems
** Please also read the general instructions given in the Handbook of Procedures before filing this application.

Apply for Replenishment Authorisation for Consumables:
** Application for authorisation of replenishment of consumables can be applied from this tab and authorisations for consumables will be issued on physical security paper.
** Applicant needs to submit the form on annual realisation basis.
** Please see Paragraph 4.36 of the FTP and relevant provision of Handbook of Procedures pertaining to Replenishment Authorisation of Consumables.
** Please also read the general instructions given in the Handbook of Procedures before filing this application.

Are there any benefits provided to the importers/exporters of Gems and jewellery sector?
Importers/Exporters of the Gems and Jewelry sector may choose from any of the following schemes:
** Advance procurement/Replenishment of precious metals from nominated agencies
** Replenishment authorisation for gems
** Replenishment authorisation for consumables
** Advance authorisation for precious metals

Replenishment authorization may be issued to importers/exporters against exports. The value of the Replenishment authorization shall be based on the FOB value of exports. The scale of replenishment and the item of import shall be as prescribed by DGFT.

What is a Gem Replenishment authorization? What is its benefit?
Gem Replenishment authorization is a benefit provided to the importer/exporter with their line of business in Gems and Jewelry sector. Exporters may obtain Replenishment authorization from their respective Regional Authorities (RA) to avail benefit against the same. This authorization may be applied for benefits against gems or precious stones and consumables.

What are the pre-requisites for applying for Gem Replenishment authorization?
To avail benefits under the Gem Replenishment scheme, following are required:
** Your user profile must be linked with an IEC.
** A valid DSC / e-Sign must be registered in the system. You may verify the same from My Dashboard > View and Register Digital Signature Token
** For issuance of the replenishment authorisation, applicant shall file within six months following the month during which the export proceeds are realised.

Where we can apply for Gem Replenishment authorization or where we can get the link to apply for Gem Replenishment Authorization?
** An importer/exporter may apply for Gem Replenishment authorization via the below navigation:
** Services > Gem Replenishment Schemes > Gem Replenishment Authorization
** The importer/exporter may choose from issuance of Replenishment authorization for Gems or Replenishment authorization for consumables.

If my IEC is in DEL/cancelled/suspended, am I eligible to apply for the Gem Replenishment authorization?
** If your IEC is in DEL, you shall be allowed to proceed with submission of your request for issuance of a Gem Replenishment authorization, however, your application shall only be actioned upon once your IEC is removed from DEL.
** If your IEC is cancelled/suspended, you shall not be allowed to proceed with submission of your request for the issuance of a Gem Replenishment authorization
