How to Submit RTI Application/ Appeal?

To request for information to the PIO of any Departments of Govt. of Odisha through online, one has to undergo the following procedures;

** On this screen move your mouse cursor to ´Submit RTI Application / Appeal´.
** E-Request screen will be displayed. Click on ´Submit RTI Application ´ link.
** ‘Form-A’, the online application form along with instructions will be displayed
** Read the instructions carefully before filling up the form.
** Then fill up the required fields as given in the form.
** After due fill up of the form, click on the ‘Submit Application’ button or if you want to fill up the form afresh then click on ‘Reset’ button.
** If you choose ‘Reset’, all the filled up data will be cleared. If he/she selects ‘Submit Application’, all the data will be saved.

** The applicant has to submit the application online to the concern Public Information Officer (PIO).There is no need to submit hard copy or application by post or manually to the Public Information Officer.Separate Standard Operating Procedure (SOP) for Citizens, PIOs and FAAs is given below for reference

** In case of any doubts/ difficulties/ quires necessary clarification may be sought for by email-rti-ori@nic.in or by contacting in the phone No- 9238104446, 0674-2391356 on any working day between 10.30 A.M to 5.30 P.M.

** No application fee is required to deposit by the BPL applicants.
** The payment of application fee by the RTI applicant can be made through other modes of deposit like; Cash, IPO, Treasury Challan, Bank Draft, MO etc. along with their computer generated online acknowledgment receipt.

** After successful receipt of application fee by the PIO, the time-frame prescribed under the Act shall be applicable and in case of BPL applicant, after acceptance all the relevant document with photo Copy of BPL card by the PIO, the time-frame prescribed under the Act shall be applicable.

** PIOs and RTI Applicants are informed with auto e-mail and auto SMS through their e-mail IDs and mobile numbers.

This page attempts to help you how to fill up the Online RTI Application form and submit the form to your desired Public Information Officer online. Please read the following instructions and field descriptions before filling up the online form.

Who can use this system?
Any Indian citizens staying inside or outside the State or the Country desires to obtain any information under this Act, may apply for information as prescribed under Section-6 (1) of RTI Act, 2005 and Rule 4 (1) of Odisha Right to Information Rules, 2005 may use this portal to obtain information.

Instructions RTI Application Form

Read the following instructions before filling up the form :
** This online submission of RTI application system can be used by Indian citizens to file RTI application online and also to make payment for RTI application online.
** At present, an applicant who desires to obtain any information under the RTI Act can make a request through this Web Portal to the Government Departments, Directorates, Head of Offices and all the Public Authorities.
** Both General/BPL categories applicant should submit photo Copy of ID proof.
** The fields marked * are mandatory while the others are optional.
** The specific details of information required may be written at the prescribed column, it can be uploaded as an attachment, by using column “Attachment”. File types allowed for upload need to be in doc/pdf/xls/jpg format.
** Internet banking through SBI and other nationalized banks; Using debit card of SBI. Over the counter of SBI, Axis, Canara, HDFC, ICICI, Indian Overseas, PNB, UCO and Union Bank of India.
** After making payment, an application can be submitted.
** No RTI fee is required to be paid by any citizen who is below poverty line (BPL). However, the applicant must attach a copy of BPL card or a certificate issued by the appropriate government in this regard, along with the application.
** The application filed through this Web Portal would reach electronically to the “Nodal PIO” of concerned Department, who would take appropriate action on the RTI application.
** The applicant has to submit the application online to the concern Public Information Officer (PIO). There is no need to submit hard copy or application by post or manually to the Public Information Officer. Separate Standard Operating Procedure (SOP) for Citizens, PIOs and FAAs is given below for reference.

** In case additional fee is required representing the cost for providing information, the PIO would intimate the applicant through this portal. This intimation can be seen by the applicant through Status Report or through his/her e-mail alert.
** PIOs and Applicants are informed with auto e-mail through their e-mail IDs.

Additional Simplified Procedure

There are two ways to submit an RTI application or appeal:
Online: You can submit an RTI application or appeal online through the RTI Online Portal : https://rtionline.gov.in/. This portal is exclusively meant for Public Authorities under Central Govt. only.

Manual:
You can submit an RTI application or appeal manually by writing to the Public Information Officer (PIO) of the concerned public authority. The address of the PIO can be found on the website of the public authority or by contacting the public authority.

Here are the steps on how to submit an RTI application or appeal online:
1. Go to the RTI Online Portal.
2. Click on “Submit RTI Request”.
3. Select the type of application, i.e., RTI application or appeal.
4. Enter the details of the public authority, i.e., name, address, and contact number.
5. Enter the details of the applicant, i.e., name, address, and contact number.
6. Write the RTI application or appeal in the text box provided.
7. Pay the application fee.
8. Click on “Submit”.

Here are the steps on how to submit an RTI application or appeal manually:
1. Write the RTI application or appeal in a letter.
2. Address the letter to the PIO of the concerned public authority.
3. Include the following details in the letter:
* Your name and address
* The name and address of the public authority
* The type of information you are requesting
* The reasons why you are requesting the information
* The payment of the application fee, if required
4. Sign the letter.
5. Send the letter by post or in person to the PIO of the concerned public authority.

The application fee for an RTI application or appeal is Rs. 10 for citizens of India and Rs. 50 for foreigners. The application fee can be paid online through the RTI Online Portal or by cash or demand draft in person to the PIO of the concerned public authority.

The RTI application or appeal must be filed within 30 days of the date on which the information is required. The PIO is required to respond to the RTI application or appeal within 30 days of the date of receipt of the application.

If the PIO does not respond to the RTI application or appeal within the stipulated time, you can file a first appeal with the First Appellate Authority (FAA). The FAA is an officer higher in rank than the PIO. The first appeal must be filed within 30 days of the expiry of the time limit for the PIO to respond to the RTI application or appeal.

The FAA is required to dispose of the first appeal within 30 days of the date of receipt of the appeal. If the FAA does not dispose of the first appeal within the stipulated time, you can file a second appeal with the Central Information Commission (CIC). The CIC is the highest appellate authority under the RTI Act.
